Ivan Smirnov from Bashkiria who had applied to the Committee against Torture for help after he had been battered by law enforcement agents took a rehabilitation course in the Nizhny Novgord regional neurological war veterans’ hospital from 9 till 23 December.  

Specialists of the Bashkirian representation of INGO Committee against Torture conducted a public investigation that showed that Mr. Smirnov’s rights had been violated under articles 3, 5 and 13 of the European Convention on Human Rights and Fundamental Freedoms (“prohibition of torture”, “right to liberty and security of person”, “right to an effective remedy”).
