Ildar Sayfullin is currently serving a life sentence in the Black Dolphin prison of the Orenburg region, working in a sewing factory. In April, he was told that the production quota had to be increased more than threefold — from now on, it was necessary to sew 100 caps daily.
Ildar recalls that he objected to the head of the prison security department that such a quota was physically impossible to fulfill. According to Mr. Sayfullin, the officials promised to «sort it out” with him. As Mr. Sayfullin indicates, the officer hit him on the shin with a hammer about seven times:
«He repeated that if the quota was not met, we would be beaten. I told him that he could kill me right away, the quota was simply impossible. He said that no one would kill me, they need me alive.»
Sayfullin underlines that his ill-treated leg was very swollen, but the doctor recorded the bodily injuries only a week later (a yellow-green hematoma). Ildar was questioned by an investigator from the Investigative Committee, but subsequently, the authorities refused to open a criminal case against the Penitentiary Service’s officer.
The investigator requested video footage from the facility’s surveillance cameras, but the Investigative Committee never received the footage, as the video archive was deleted after 30 days.
In April, human rights defender and member of the Presidential Human Rights Council Eva Merkacheva wrote that several inmates had approached her with stories of abuse and beatings in the Black Dolphin prison. Then the Ombudsperson, Tatyana Moskalkova, also became interested in the case — she contacted the Prosecutor General’s Office with a request to conduct an inquiry.

«If the Penitentiary Service had provided the investigation with video footage taken from the scene of the incident, this could have been a convincing argument about the non-involvement of its officers in torture. But the Service did not provide these recordings.»
