The Krasnoarmeyskiy District Prosecutor’s Office of Krasnodar region has forwarded the relevant criminal case to the court: the case is against two police officers — a local police officer named Yevgeny Samonov and a criminal unit officer named Ivan Tatsenko. According to the investigators, these officers beat up a guard named Fyodor Valko to force him to confess to theft. The policemen hit the man’s body at least ten times with their hands, feet, and a metal chair.
Doctors diagnosed Mr. Valko with multiple abrasions, bruises, a hemorrhage in the eye, and a closed fracture of the spinous processes of three vertebrae. A forensic medical examination classified Mr. Valko’s injuries as moderate bodily harm.
Officers Samonov and Tatsenko are charged under a rare part of the relevant Article on excess of authority – Part 4 of Article 286 of the Russian Criminal Code (excess of authority with the use of torture). The perpetrators face four to twelve years in prison. The police officers do not admit their guilt and claim that Mr. Valko tried to escape from them near the police station. Therefore, the officers allegedly knocked him down, Fyodor hit his back on the ground and «rolled from side to side on the asphalt surface.»
According to statistics from the Judicial Department of the Supreme Court of the Russian Federation, seven people were convicted under Part 4 of Article 286 in 2023. Among those convicted were five military personnel and two law enforcement officers.
