The first Nizhny Novgorod resident – Ilya Lapin (photo) – has complained about police officers who fractured his head at the sewage treatment plant near Podnovye.
According to the victim’s mother who has applied to the Interregional Committee Against Torture, that is the place where the valiant Nizhny Novgorod police took her son Ilya Lapin. The applicants claim that on March 9, 2011 criminal investigators took Mr. Lapin away from his home, cruelly beat him using not only fists and legs, but also an airgun pistol of unknown origin and a hammer.
By the way, it would be interesting to ask the Nizhny Novgorod police heads whether a hammer is included into the set of special tools provided to police officers against signature, or it was purchased by the officers at their own expense, in the free market, so to speak.
Whichever way it may be, the police drove battered Lapin back, with his skull fractured, and left him in from of the building entrance. Ilya was taken to hospital no. 39 with injuries that were almost incompatible with life, according to doctors. Mr. Lapin was in coma for three days, at present his condition is grave and stable, however, there is no threat to life.
After coming to himself Mr. Lapin told his mother about the investigative activities he had been subject to, and she narrated his story to ICAT lawyers.
The Committee has started checking the application.
