Since 2002, Sergey Shtinnikov has been serving his sentence in the correctional colony named “Black Dolphin” for life-sentenced prisoners in the Orenburg region. According to the convicted man, in recent months he was shocked with electricity several times and sent to a punishment cell. The prisoner links such treatment to his complaints about the conditions of detention.
As Sergey told his attorney, in August, his cell was searched, and a colony employee ordered to confiscate all Sergey’s stationary supplies. Mr. Shtinnikov began to complain, that’s why, as the man states, he received an electric shock.
Sergey indicates the following: «The officer demanded that I turn to face the wall and put my hands behind my back. I complied. At that moment, the deputy head of the colony, Sochinskiy, applied a stun gun, hit my palms. There were several electrocutions. I was indignant, and he laughed and deliberately got on my nerves.»
That same day, Mr. Shtinnikov tried to commit suicide, but he failed. The next day, as Sergey recalls, the officers started searching his cell again. This time, according to the prisoner, the colony psychologist, Mr. Khairov, and other employees were present during the search. Sergey indicates that he again began to resent the search.
«I asked to return my belongings. Then Khairov electrocuted my palms. It was very painful,» Sergey recalls.
Two days later, Mr. Shtinnikov was brought to disciplinary sanctions for allegedly using obscene language and was given five days in a punishment cell. However, before that, according to the prisoner, he was electrocuted again.
Sergey told the attorney the following: «There were a lot of the security unit’s officers nearby. When I was facing the wall, someone electrocuted me. When I turned around, everyone was laughing and saying: “Try and guess, who did it?” I didn’t know who exactly did it, it hurt me so much that even my tongue went numb.»
Mr. Shtinnikov underlines that he complained about the torture to the prosecutor, was questioned, but so far there has been no official reaction.
This is not the first complaint about ill-treatment from the «Black Dolphin» that human rights defenders have learned about. According to the head of the Orenburg branch of the Crew Against Torture, Albina Mudarisova, information about such cases is growing every year.
«It is difficult to forward complaints about torture from the “Black Dolphin”. Correspondence that is inconvenient for the colony management leaves the walls of the facility with great difficulty. The increase in the number of complaints is most likely related to the inspection by the Prosecutor General’s Office, which resulted in a criminal case against an officer of the colony no. 6 (“Black Dolphin”) for torturing a convict.»
One should recall that there have already been high-profile criminal cases related to ill-treatment in the Orenburg region. For example, the head of the colony no. 11 in Guberla and his deputies were convicted of sexual violence, slave labor and torture against convicts. Complaints from convicts detained in this colony, as well as in the colony no. 6, practically never leave the walls of these facilities.
