The NN Committee Against Torture has forwarded an Open Letter  to the head of the Central Department of Internal Affairs (GUVD) of Nizhny Novgorod Region lieutenant-general Victor Bratanov concerning the actions of riot police which dispersed “the March of the Dissenters” in Nizhny Novgorod on 24 March 2007.
