Applicants to the European Court now have a chance to speed up the proceedings

The Parliamentary Assembly of the Council of Europe has approved Protocol 14-bis.

    The previous attempt to intensify the ECtHR operation was a failure because Russia was strongly against it.  

On 30 April the PACE approved draft Protocol 14-bis to the European Convention on Human Rights and Fundamental Freedoms. This is reported on the official web-page of the Council of Europe. This protocol will allow the European Court to speed up proceedings under the so called clone cases and dismiss inadmissible applications more effectively. According to the protocol, this can be done by one judge only instead of the Committee of three or the Chamber of seven, as it is done now. The PACE again addressed the Russian Federation asking the State Duma to change its negative attitude towards Protocol 14.
