On the night of 25-26 October, after a concert at Moscow’s «Bla Bla Bar», 38-year-old Daniil Devyatkin discovered that he had lost the coat check for the cloakroom where he had left his coat. The cloakroom staff refused to give him the items without that coat check and asked the man to wait until the morning. To resolve the situation, Daniil decided to call the police.
The officers who arrived offered Mr. Devyatkin a ride to the police station, and the man agreed. Daniil recalls that he did not get into a conflict with either the bar staff or the police — this is confirmed by recordings from surveillance cameras in the bar and on the street.
According to Mr. Devyatkin, the situation changed as soon as he found himself in the building of the Tverskoy district police station: two officers grabbed him by the shoulders and took him into the corridor, where Daniil did not see any surveillance cameras. Mr. Devyatkin indicates that the police officers put him on the floor, put his hands behind his back and cuffed him — the man did not understand what was happening, and therefore, he began to scream and struggle.
«The third police officer brought a rubber tourniquet, which he used to wrap my legs below the knees, but I could still move. Then he left again and returned with a roll of transparent office tape, which he used to wrap my legs one to the other.»
Daniil was still clutching his phone in his hands — the man claims that the police officer kicked him twice in the palms of his hands to knock the phone out. According to Mr. Devyatkin, after that, the beatings continued.
«The officers kicked me in the face and the back of the head, which caused me to hit my face on the floor; one of the policemen kicked me in the back. At some point, I lost consciousness.»
When Daniil came to consciousness, some other officers asked him for his personal details and took him to a cell. Mr. Devyatkin screamed for help and asked to call an ambulance — he recalls that his hands were tightly cuffed, and the ring finger on his right hand was unnaturally bent.
About two hours later, an ambulance was finally called for Mr. Devyatkin. Before the man was hospitalized, he was given a receipt for payment of an administrative fine of 500 rubles.
Daniil was taken to City Clinical Hospital No. 67. The medics put a splint on the ring finger of his right hand, as it turned out to be broken. Subsequently, the forensic medical examination bureau recorded multiple bruises and abrasions on the man’s face, chest, lower back and legs.
With the aid of human rights defenders, Mr. Devyatkin filed a crime report with the Moscow Main Department of the Investigative Committee.
