The ECHR awarded 319 000 euros to 17 Russians who suffered from police violence during opposition rallies

The European Court found a violation of Article 3 of the Convention in relation to all these applicants — they were subjected to ill-treatment, and the Russian authorities did not conduct an effective investigation into their complaints.

Among these 17 people, five were the CAT’s applicants. These are Maria Isayeva, Stanislav Milyakov, Denis Pakhnov, Nikita Ogrenich and Valery S. All of them took part in rallies in support of Aleksey Navalny. The ECHR awarded each of the applicants 16 000 euros.

For instance, the Court established that Nikita Ogrenich, who resides in St. Petersburg, has been the victim of the violation. Nikita indicated that on 21 April  2021, he came to the rally of Navalny’s supporters. According to Mr. Ogrenich, the policemen grabbed him and used a stun gun several times on him. After this, the young man felt unwell because he had a heart condition. Subsequently, Nikita’s electrical injury was recorded by a doctor.

The European Court also found a violation of Articles 5 and 6 of the Convention in relation to two residents of Moscow, Denis Pakhnov and Stanislav Milyakov. They were unlawfully arrested and deprived of the right to a fair trial. As Denis Pakhnov recalls, he and a friend came to the rally in January 2021. Mr. Pakhnov was standing on a bench when a police officer knocked him to the ground. Denis fell, hit the tile and felt a sharp pain in his knee; he was later diagnosed with a sprain and rupture of the joint. The OMON officers twisted the young man’s hands and led him towards the police vehicle, and then took him to the police station, despite his complaints of severe pain.

All participants in the rallies filed the relevant crime reports, but these reports were not even registered, and no one was brought to justice for ill-treatment or unlawful arrest.
