The Russian Investigative Committee opened a criminal case into forgery committed by an official (Part 1 of Article 292 of the Criminal Code); the case was initiated against a local police officer named Evgeny Samonov. According to the investigators, Mr. Samonov forged the signatures of witnesses in order to legitimize the arrest of Fyodor Valko who resides in Kuban. Shortly before that, the policemen brutally beat Fyodor.

The Investigative Committee opened that criminal case into forgery at the end of October. By this time, the officer Evgeny Samonov and his colleague Ivan Tatsenko had been already accused in another criminal case linked with the beating of Fyodor Valko at the police station of the village of Novomyshastovskaya. The Investigative Committee indicates that the policemen beat Mr. Valko, and then Mr. Samonov falsified the official protocol. That step was necessary to give some legitimacy to Mr. Valko’s retention at the police station. For this purpose, Mr. Samonov indicated two witnesses, in whose alleged presence Fyodor was brought to the station.

Fyodor Valko claims that the situation looked different. He voluntarily went with the officers to the police station, but refused to enter the premises. There was no one in that building, so Fyodor was afraid to be alone with the police. As a result, Mr. Valko was dragged by force and beaten in the station’s corridor. The investigators believe that Fyodor was struck at least ten times with punches, kicks and a metal chair on his back. Subsequently, doctors diagnosed the man with numerous abrasions, bruises, hemorrhage in the eye and a closed fracture of the processes of three vertebrae.

The policemen are currently held in a pre-trial detention center on charges of abuse of power (Part 3 of Article 286 of the Criminal Code), and Fyodor Valko has been on sick leave for several months after a back injury.
