The Leninskiy district court of Orenburg partially agreed with Svetlana Gumerova’s civil claim against the Ministry of Internal Affairs as she was demanding compensation for non-pecuniary damage resulted from torture. In her claim, she urged the authorities to pay her 3 million rubles.

In May 2010, Svetlana Gumerova, along with her acquaintances, ended up at the police station on suspicion of a series of thefts. The detainees denied their involvement in the crimes; however, officers Ivan Kudinov, Denis Fyodorov and Sergey Kornilov beat them and forced them to incriminate themselves. Doctors diagnosed the victims with multiple injuries: for instance, Svetlana had hematomas and a clump of hair on her head had been torn out.

In 2011, the investigation, having established that all three detainees did not commit the crimes they had confessed to, discontinued any criminal prosecution. Nevertheless, the ex-police officers were brought to justice only in May 2022, that is, 12 years later. The men were found guilty, but were released from any punishment due to the expiration of the statute of limitations. When sentencing, the judge underlined the «particular cruelty and sadism» of the crime.

The commentary of the lawyers representing Svetlana’s interests: «One should note that such amount of compensation for torture in the Orenburg region has been awarded for the second time in the last six months. In July, half a million rubles were awarded to Valiko Baygulov from Cherniy Otrog, as he was tortured with electric shocks. According to statistics, this is three times the average amount of compensation for this category of cases in the Orenburg region: by 2022, the regional courts awarded typical compensation in the amount of 165 000 rubles.»

Despite the fact that the sum awarded to Ms. Gumerova could be considered high, she plans to challenge the court’s ruling and demand a larger amount for the suffering she had endured.
