20 thousand rubles for police “exercises” with a baseball bat

Yesterday the Yoshkar-Ola City Court made the Ministry of Finance liable to pay compensation to Mikhail Tulovchikov, a victim of cruel treatment by policemen. The claims for compensation for pecuniary and non-pecuniary damage had been submitted against the Ministry of Finance of Mari-El and the Ministry of Finance of the Russian Federation. The claims were partially satisfied and the court awarded him 20 thousand rubles in compensation.      

    You may remember that Evgeny Abrosimov, Mikhail Tulovchikov and Dmitry Likhachev had been detained in the night from 17 to 18 May 2004 at the Zarechny Police Station and then cruelly beaten with a baseball bat. Dmitry Likhachev did not survive the inflicted injuries and died in hospital.

    The Yoshkar-Ola City Human Rights NGO Man and Law assisted by the Public Verdict Foundation and the NN Committee Against Torture     carried out an unofficial (public) investigation into the unlawful actions   of the policemen and had the offenders sentenced by a fair judgment of the Yoshkar-Ola City Court.   

    As a result, senior lieutenant Nikolay Zhuravlev and captain Vladimir Popov were sentenced correspondingly to 11.5 and 12.5 years’ high security imprisonment and senior lieutenant Dmitry Konev to 3 years’ imprisonment on probation.
