Today, the Khoroshevsky Court of Moscow passed the sentence of former Patrol-Guard Service officer with the District of the Interior for Strogino Aleksey Tkachuk, charged with the battery of 17-year old Artem Bulokhov. The victim’s interests are represented by lawyer with the Crew Against Torture
Mr Tkachuk was declared guilty of abuse of office applying violence (item «a», Part 3, Article 286 of the Criminal Code). In his last statement, the former police officer asked that the court’s verdict would not involve real jail time. He acknowledged his guilt and offered his apologies to the victim. The CAT lawyer insisted on the real jail time; he also asked to strip Tkachuk off his rank of «senior police sergeant». The court satisfied the demands of human rights defenders in full scope and sentenced him to three years’ jail time with serving his sentence in the standard regime penal colony.
The CAT lawyer comments:
«My client and I are fully satisfied with this verdict. Most importantly, Aleksey Tkachuk, who committed a grave crime and represents a real threat to the society, will be isolated from this society. In future, he will not be able to be employed in the state service and local government bodies in the positions related to execution of the authorities’ representative».
As we have previously reported, in October 2021, Artem Bulokhov was walking with a friend of his in the Stroginsky Park, when four police officers two of which were in civilian clothes, demanded that they stopped. According to Artem, he got scared and ran, when one of the police officers caught up with him, brought him on the ground and hit him several times. Only after that the young men were shown police badges and informed that an anti-narcotics raid was ongoing. According to Artem, they were searched without attesting witnesses, and no protocol was drawn up. In addition, the correspondence and photos in the young men’s telephones were checked. The police officers did not find any narcotics, but allegedly demanded money threatening to plant methedrone. On the next day, Bulokhov was diagnosed with extravasations on the face, bones fractures, nose fractures and brain concussion.
Aleksey Tkachuk found himself at the defendants’ bench in March of this year. In the same month, a criminal case under Part 1 of Article 285 of the Criminal Code «abuse of office» was initiated against other three police officers who were present during the battery but did not stop their colleague. The criminal case against them will be examined by the same Khoroshesky District Court of Moscow. None of the three are acknowledging their guilt.
