Resident of Krasnodar Yury Afrosin applied to the Krasnodar branch of the Committee Against Torture, and informed human rights defenders that his son Ilya Afrosin (born 1989) was apprehended by the Krasnodar police officers twice. On 29 June, after the apprehension, he sent the video with the traces of injuries and contusions to his sister. After the second apprehension, on 1 July, Ilya stopped contacting his relatives.

A few hours after his apprehension, he was found lying on the steps of one of the city’s shops. Ilya Afrosin died in an ambulance. However, Ilya’s parents learned about it only on 26 July, when his father received a call from the Investigative Committee of Krasnodar. Lawyers with the Committee Against Torture started a public investigation.

According to the medical death certificate (available with the Committee Against Torture): “Ilya Yuriyevich Afrosin died on 01.07.2021 in an ambulance. Cause of death – spleen injury without an open wound in the abdominal cavity”.

Ilya’s father handed over 2 video records to the lawyers with the Committee Against Torture. In these records, Ilya demonstrates his traumas on his hands, temple, forearm and etc. He also reports “illegal actions of Patrol-Guard Service officers”, that he was not given not a single protocol, only bank details on paying a fine of 1000 rubles.

In the video, Ilya says that the “methods are barbarous, unacceptable; perish forbid 18, 19, 20-year old kids find themselves in such situations; an administrative violation can be upgraded to a criminal one — they will sign everything”.

These videos were the last that Ilya sent to his relatives, after that all contact with him was lost.
Based on the fact of Afrosin’s death, a check was conducted in the Investigative Department for the West District of Krasnodar with the Investigative Committee of the RF for the Krasnodar Territory. Up to the present time, human rights defenders know nothing of its results.

Lawyers with the Committee Against Torture conduct their own public investigation, in the course of which they establish the circumstances of Ilya Afrosin’s death.
