Another Mariy El Special Police Forces officer is suspected of beating Sovietsky residents.

The Mariy El representation of the Committee Against Torture has received an application from two Sovietsky residents – brothers Andrey Krayev and Alexey Kuklin.

According to the youths, at night on December 11-12, 2011, near Anastasia (a local bar) located in the village of Alexeyevsky, they were beaten by an SPF officer for no reason. First, the officer hit Alexey several times. Andrey stood up for him, but unknown youngster, standing near the bar, prevented Andrey from helping his brother out. Then Andrey shot in the air with his traumatic gun. The SPF officer stopped beating Alexey and switched to Krayev. He hit Andrey several times in the face and body. That time Alexey had to come to his brother’s rescue.  Having beaten the youths, the officer called the police. The same day the guys applied for medical aid to hospital and filed an application for instigation of criminal proceedings against their offender.  

It must be noted that this is not the first time that Sovietsky residents complain about ill-treatment by Mariy El Special Police Forces officers this year. You may remember that in March 2011 Konstantin Almakayev applied to the Mariy El representation of the ICAT.  According to Konstantin, on November 11, 2010 he fell and heavily hit his head against the asphalt, having been punched by an SPF officer. Later he was operated on to have a hematoma in the temporal region removed. At present Almakayev is disabled of the 3rd degree. Criminal proceedings have been instigated and the investigative authorities are checking the facts.

The Interregional Committee Against Torture has started a public investigation under Andrey Krayev’s and Alexey Kuklin’s application.
