Human rights defenders ask the administration of Nizhny Novgorod police to organize efficient search of the fugitive former head of the colony

Lawyer of the Committee for the Prevention of Torture Sergey Shunin at the personal appointment with Georgy Tkachenko, Deputy Head of the Main Directorate of Ministry of the Interior of Russia for the Nizhny Novgorod region,  submitted his application to Ivan Shaev, the head of regional Ministry of the Interior asking to take efficient measures in search of fugitive former head of Colony No. 14 Vasily Voloshin. According to human rights defenders the search of Voloshin is organized inefficiently at the present time.

We remind that last year Vasily Voloshin (former head of Penal Colony No. 14, Semenovsky region, Sukhobezvodnoe settlement) was put on the federal and international wanted list with regard to the charges of committing a number of property crimes and he is still on the lam. According to human rights defenders Voloshin also might be involved in severe and grave crimes committed in this colony: murders, tortures and racketing.

In his application addressed to Ivan Shaev, the head of regional Ministry of the Interior of Russia in Nizhny Novgorod region, lawyer of the Committee for the Prevention of Torture Sergey Shunin points out that the search of former head of Penal Colony No. 14 is performed without engaging all possible means that the police has at their disposal.

For example, after Shunin visited the department of the Ministry of the Interior of Russia in city district “Semenovsky”, as well as the district police inspector No. 5, located in Sukhobezvodnoe settlement, he found out that the information on the search of Voloshin is not in free access for citizens. Moreover, such display stands are just not available there.

There is no information on the search of fugitive former head of the colony on the website of the Main Directorate of Ministry of the Interior of Russia in Nizhny Novgorod region.

In his application the human rights defender asks Ivan Shaev to take personal control over the search of Vasily Voloshin and implement efficient and effective measures.

As we have previously reported, human rights defenders from the Committee for the Prevention of Torture, made a decision to assist the investigating process and announce a bounty in the amount of three hundred thousand roubles for the information that would help to arrest Vasily Voloshin, the former head of Penal Colony No. 14.
