Human rights defenders has held a seminar for law enforcement officers in the Chechen Republic

Yesterday, in the office of the RF Commissioner for Human Rights in the Chechen Republic, the Chechen Human Rights Center held a seminar entitled “Legal Enlightenment for Law Enforcement Officers”.

    The Representative of the Council of Europe’s Commissioner for Human Rights in the Chechen Republic Mr. Madaev, the Chairman of the Regional NGO Northern Caucasus Center “Strategy” Mr. Istamulov, the RF Commissioner for Human Rights in the Chechen Republic Mr. Nukhazhiev, the head of the Regional Office of the NN Committee Against Torture in the Chechen Republic Mr. Baskhanov, and law enforcement officials of different ranks and positions of the Chechen Ministry of Internal Affairs took part in the seminar. At the outset the RF Commissioner for Human Rights in the Chechen Republic Mr. Nukhazhiev informed the participants about the most important provisions of the Decree of the RF President “On Additional Measures of State Support for Human Rights Movement in the Russian Federation”.

    The head of the Regional Office of the NN Committee Against Torture in the Chechen Republic Mr. Baskhanov, in his turn, acquainted the policemen with the activities of the Chechen Office of the NN Committee Against Torture, clarified the attitude of lawmakers to unlawful detentions of Russian citizen by law enforcement officers, told the listeners about torture practices, revealed by lawyers of the Committee, which are now used by law enforcers in the Chechen Republic. Mr. Baskhanov suggested the law enforcement officers acquaint their chiefs with the fact that the Chechen Office of the Committee has plausible information about torture cases in law enforcement agencies which unfortunately are still employed by certain law enforcers.

    The NN Committee Ageist Torture welcomes such seminars, where the RF Commissioner for Human Rights in the Chechen Republic takes part. Experts of the Committee are sure that the attention drawn to issues of law observance in the law enforcement system by top officials of state authorities of the Chechen Republic will have positive effect on the observance of human rights and freedoms in the Chechen Republic.
