Tomorrow, on September 7, the Birsk regional court of Bashkiria will conduct the first hearing under the criminal case against Vladimir Farkhutdinov, officer of the medical detoxification centre under the Birsk district Department of Internal Affairs, accused under cl. «а», «c» p. 3 art. 286 of the RF Criminal Code (abuse of office with violent treatment causing grave consequences) and p.1 art.111 of the RF Criminal Code (infliction of grave damage to health).
Vladimir Farkhutdinov incurred grave bodily harm to 5th-year student of the Arts and Graphics School of the Birsk State Social and Pedagogical Academy Dmitry Aparin, born in 1987, who is now disabled. Mr. Aparin was detained by the police on February 10, 2010 and taken to the sobering-up station where he was brutally beaten by police officer Farkhutdinov. The beatings resulted in a broken neck bone. Pursuant to Aparin’s application the Bashkirian representation of the Interregional Committee Against Torture conducted a public investigation which revealed that the state had breached Article 3 of the ECHR (prohibition of torture).
Specialists of the Bashkirian representation of the Interregional Committee Against Torture will represent the interests of Mr. Aparin in court.
