Today senior investigator Aytugan Utyashev from the Ufa Central Interdistrict Investigation Department of the IA of the IC under the RF Prosecutor’s Office for Bashkiria has prepared a report about detecting the signs of crime under p.2, art.293 of the RF Criminal Code (negligence leading to death) in the context of the investigation into Albert Mukhamedzakirov’s murder by police sergeant Simukhin who fled while being on duty. The investigation has traced negligence in the actions of the staff of the Extra-Departmental Security Agency under the Oktyabrsky Department of Internal Affairs, Bashkiria. Those in charge of armaments did not report to their heads that sergeant Simukhin had fled with his service gun. Indirectly they are privy to Mukhamedzakirov’s murder. This fact will be considered in the context of a separate case, the check will be conducted by the Oktyabrsky Interdistrict Investigation Department of the IA of the IC under the RF Prosecutor’s Office for Bashkiria.
You may remember that the Bashkirian representation of the Interregional Committee Against Torture received an application from the late teacher’s relatives and is now conducting a public investigation with a view to represent the victim’s relatives in court.
The notorious crime of “Bashkirian Yevsyukov” has already provoked several resignations among local police heads. On 6 May 2010 Simukhin’s commander, head of the Oktyabrsky Extra-Departmental Security Agency under the Department of Internal Affairs, police colonel Rais Khramshin was dismissed.
The Ministry of the Interior also promptly made several other officers to retire – one of Khramshin’s deputies; sergeant Simukhin’s company commander; and armaments inspector. Besides, the head of the shift which had been on duty at the time of Simukhin’s get-away voluntarily handed in his resignation.
