The organizers are the Nizhny Novgorod Regional Court, interregional human rights NGO “Committee Against Torture”, Privolzhsky branch office of the Russian Academy of Justice, Judicial Department Directorate under the RF Supreme Court in Nizhny Novgorod region. Among the participants there were federal judges and representatives of the Prosecutor’s office, as well as teachers from leading Legal Schools of Russia.
The conference was devoted to the statistics, practical issues linked with the imposition of such restrictive measures. So far, judges prefer custodial placement as a restrictive measure. Such measures as release on bail and house arrest are still rarely used, inter alia, for the lack of coherent law enforcement practice.
Upon the whole, both in Nizhny Novgorod region and in Russia, the number of investigators’ motions asking for placement of a suspect on remand has decreased, this means that courts have also changed their approach to the consideration of correspondent cases, and investigators are not in a hurry to ask for custodial placement of defendants without a proper justification.
There were a lot of viewpoints expressed during the conference, they were not always incontestable. However, the mere fact that such points have been made is an apparent advantage of the past conference. The Committee Against Torture will soon comment on some stands voiced during the conference.
Upon the whole, due to the high level of participants’ professionalism, one does not doubt the practical importance of the conference. We hope that the problems raised during the conference will be solved by case law. The past conference has been extremely useful from the practical aspect.
