The Birsk regional court draws the attention of the Bashkirian Minister of the Interior to the problem of torture

Today the Birsk regional court of Bashkortostan has sent a private communication to the regional Minister of the Interior, Mr. Alyoshin. The communication was prepared based on the outcome of the criminal proceedings against former officer of the medical sobering-up station Farkhutdinov who had broken the neck of student Dmitry Aparin. The public investigation under this case was conducted by the Bashkirian representation of the Interregional Committee Against Torture.  

   You may remember that on 21 October 2010 the Birsk regional court of Bashkiria pronounced the verdict under the criminal case against Vladimir Farkhutdinov, officer of the medical detoxification centre under the Birsk District Department of Internal Affairs.  Farkhutdinov was sentenced to 4 years of imprisonment in a standard-security penal colony. The court found him guilty under cl. «а», «c» p. 3, art. 286 of the RF Criminal Code (abuse of office with violent treatment causing grave consequences).
In its private communication the court underlined that officer Farkhutdinov was not the first worker of the medical sobering-up station brought to justice. Earlier the Birsk regional court had convicted duty officer of the medical sobering-up station, police lieutenant Sazonov under the same article in similar circumstances. The court concluded that the conduct of the Birsk District Department of Internal Affairs staff did not meet the standards of the police ethics. The court held that Mr. Alyoshin, Minister of Internal Affairs for Bashkiria, should pay attention to the violations and discuss that communication with the personnel of the Bashkirian Ministry of the Interior.
