The court has confirmed that Sergey Lyapin from Nizhny Novgorod has exhausted all domestic remedies

Now the man from Avtozavod who has experienced all the beauties of tortures with electrocution is waiting for his application which was filed in August 2009 to be tried by the European Court.

Last week the Nizhny Novgorod regional court found the decision of the Dzerzhinsk city court (Nizhny Novgorod region) supporting the refusal to open a criminal case under Sergey Lyapin’s application issued by the Dzerzhinsk Interdistrict Investigation Department of the Investigation Administration of the Investigation Committee under the RF Prosecutor’s Office for Nizhny Novgorod region lawful and motivated.  Thus, all domestic remedies have been exhausted under the torture case of Sergey Lyapin. Sergey and his representatives from the Interregional Committee against Torture have done their utmost to restore his civil rights on the national level.

However, the Russian Federation has refused to take all the necessary steps to redress the violated rights despite its international obligations.
