The policeman who cruelly beat up a student has been taken into custody in Bashkiria

 A police sergeant major from Birsk is charged with abuse of office with violent treatment.  

  The Bashkirian investigation authorities have accused 29-year old Vladimir Farkhutdinov, officer of the medical detoxification centre under the Birsk district Department of Internal Affairs, under cl. «а», «c» p. 3 art. 286 of the RF Criminal Code (abuse of office with violent treatment causing grave consequences).
The investigation has established that at night on 11 February 2010 officer Farkhutdinov exceeded his official powers by abusing student Dmitry Aparin and inflicting grave damage to his health.  Pursuant to the investigator’s motion the court selected a measure of restraint in the form of custodial placement for the accused.   

You may remember that in March 2010 Ms. Aparina from Birsk applied to the Bashkirian representation of INGO “Committee against Torture” claiming that officers of the medical detoxification centre under the Birsk district Department of Internal Affairs had injured her son – Dmitry Aparin, born in 1987.

The Bashkirian representation conducted a public investigation under Aparina’s application.  The facts collected during the public investigation show that the detoxification centre staff violated Article 3 of the European Convention on Human Rights and Fundamental Freedoms (prohibition of torture, inhuman and degrading treatment or punishment).

Thanks to the efforts of the Bashkirian representation of INGO “Committee against Torture”, on 11 March 2010 the investigation authorities opened a criminal case under p.1 art. 111 of the RF Criminal Code (intentional infliction of grave damage to health), which was later qualified under p.3 of art. 286 of the RF Criminal Code.

At present steps are being taken to establish all the facts of the crime. The investigation of the criminal case is continued.
