We, human rights defenders and Russian citizens, insist on independent investigation of crimes committed by law enforcement agents. We share the opinion that this objective requires creation of a special department under the Investigative Committee that would investigate solely into the allegations against Interior Ministry, Federal Drug Control Service and Federal Penitentiary Service agents. Investigators of this special department should not depend on the operative staff in the context of any other investigation.

The purpose of this campaign is to ensure establishment of a special independent body for investigating crimes committed by the police (Interior Ministry, Federal Drug Control Service, Federal Penitentiary Service).
