The Interregional Committee against Torture demands that the Dzerzhinsk investigation authorities should be punished for systematic violations of citizens’ constitutional rights

    The address contains detailed analysis of systematic violations committed by the heads of the Dzerzhinsk Investigation Department under several police abuse applications – these are applications of Sergey Lyapin, Andrey Anikin and Anton Trebukhov.  Alexey Sharov, head of the Dzerzhinsk Investigation Department, and his deputy Sergey Kokin systematically breach citizens’ constitutional rights, namely, the right to study the materials of the check conducted by investigators under their applications.

Therefore, time after time citizens have to go to court in order to protect their rights from unlawful interference, which is rather time-consuming and requires much energy. It should be mentioned that courts adjudicate in favour of applicants. However, the Dzerzhinsk investigation authorities are not in a hurry to execute court decisions that have entered into force and to make good their mistakes. None of the applicants mentioned above could get access to the materials of the check under their applications. In their official address lawyers of the Committee against Torture ask the Nizhny Novgorod regional Investigation Administration to determine the reasons for such multiple violations, find the culprits and hold them liable under the Federal Law “On Public Prosecution in the Russian Federation” for negligent performance of their official duties. Besides, specialists of the Committee insist that the investigation authorities should be obligated to take all necessary steps in order to prevent such violations in the future.
