The European Court of Human Rights today has at once communicated 37 complaints lodged on behalf of torture victims

The process of communication means that the ECHR has proceeded with the examination of these complaints and notified the authorities of the Russian Federation about such an examination. Russia, in turn, may ignore the Court’s questions, but the judges anyway would analyze materials of the case and adopt their ruling.

Why does it matter to torture victims?

First, it’s the recognition of the fact that what happened to them is abnormal and unlawful.

Second, it’s a fragile hope that, sooner or later, the judgments of the ECHR would be mandatory for the Russian legal system again and, therefore, there would be the prospect of an effective investigation at the domestic level.
